<p>After days of undergoing renovation and expansion, the US Information Resource Center (IRC) has been reopened to the Rwandan public.</p>
<p>The refurbished center was re-opened by the US ambassador to Rwanda, Donald W. Koran,- who presided over the official reopening of the U.S. Embassy’s Information Resource Center (IRC) on Monday, May 20, 2013.</p>
<p>The center now has more space for reading and studying,  a new laboratory dedicated to English language learning and contains several computer workstations offering free internet access for research purposes.</p>
<p>More than 4000 books in English and French are available, most for borrowing, on a range of topics including American politics and society, international relations, economics, business, and history, as well as global issues such as human rights, communications, and public health.</p>
<p>An EducationUSA advisor is on the premises to assist students who aspire to study in the United States, and a collection of study guides for standardized tests including TOEFL, GRE, and SAT are available.</p>
<p>The IRC is located inside the U.S. Embassy and is open to the public on Monday, Tuesday, Wednesday, and Friday from 11:00 to 18:00, with the exception of U.S. and Rwandan holidays. Walk-ins are welcome (with identification), and an IRC membership is available at no cost.</p>

				<content:encoded><![CDATA[<p>The Gisagara University Students have been reminded of their responsibility to the development of the district, to participate in development through good leadership of their association Gisagara University Students Association (GUSA). Léandre Karekezi, Mayor of the district urged.</p>
<p><a href="http://www.ubumenyi.com/wp-content/uploads/2013/05/Gisagara-University-Students-to-participate-in-District’s-development.png"><img class="alignnone size-full wp-image-1262" alt="Gisagara University Students to participate in District’s development" src="http://www.ubumenyi.com/wp-content/uploads/2013/05/Gisagara-University-Students-to-participate-in-District’s-development.png" width="400" height="228" /></a></p>
<p>These students have always participated in the development projects of local people ever since their association was created in 2006. Among the many things they have participated in include giving presentations and joining people in commemorating genocide victims, sensitizing youth about HIV/AIDS and unwanted pregnancies, encouraging unemployed youth to train in technical skills and many others.</p>
<p>Some of the GUSA achievements were spontaneous and some of their planned actions were not worked on due to lack of funds. Lack of funds is one of the issues that is prompting promotion of working relationship between GUSA and respective sectors’ administration.</p>
<p>This way, they will be informed about youth activities and GUSA will be recognized as an association that operates in Gisagara district and its actions be put in the district’s budget. GUSA plans to first collect the Ubudehe social stratification program that did not consider all people and their properties before identifying them in certain classes.</p>
<p>Léandre Karekezi explained to the youth about the working protocol of local authorities and the district’s development projects. These projects include distributing water and electricity to all people. The mayor asked students to think of projects that can develop the district and to study hard and graduate when they are ready to create their own jobs.</p>
<p>“You should study with all your might and get out of school ready to create your own jobs especially since there are no jobs outside here that would be enough for all of the people” said the mayor.</p>
<p>The mayor also asked students to start operating in cooperatives to be able to make profits and to start preparing for their after school life. Gisagara University Student Association has about 250 members.</p>

<p>Students and staff of the Kigali Institute of Education (KIE) hosted a delegation from the National Electoral Commission (NEC) and were given updates about the upcoming Rwanda parliamentary elections. <b></b></p>
<p>Speaking during the public lecture, the Executive Secretary of NEC Charles Munyaneza said that all elections are geared by the quest for democracy and good governance which are, according to him the key pillars of development of any country.</p>
<p>&#8220;Democracy should be a stake to every citizen since they are the ones who contribute to put leaders in positions,&#8221; he said.</p>
<p>He also said that NEC opted to reach out people in the academic community because many of them are the leaders of the next generation.</p>
<p>He took participants through the activities that will be conducted prior to the day of elections and said that the training of volunteers is a prime aspect of good implementation of election exercise.</p>
<p>During the lecture, participants commended the initiative by NEC and called on more similar sessions to be organized a bid to equip Rwandans with current and future affairs of the country.</p>
<p>In his closing remarks, Munyaneza urged students to participate in various lectures and open up their minds with a view to gaining general knowledge on the elections and other issues that inform them on how the country is governed.</p>
<p>He also urged them to endeavor to be channels through which values and principles of democracy can reach the general public.</p>

<p>The Embassy of the People’s Republic of China in Rwanda has shown interest in opening a Confucius Institute to teach the Chinese language at the National University of Rwanda.</p>
<p>A delegation from the embassy of China in Rwanda met Prof. Manasse Mbonye, the Acting Rector of the National University of Rwanda (NUR) over the matter.</p>
<p>The Chinese delegation was led by Chen Dong, the 1st Councilor in that embassy. It included Mr. Kong Ling Yuan the representative of Confucius in Rwanda.</p>
<p>According to Dong, the introduction of Chinese language at NUR is part of different activities of the cooperation between China and NUR and the country at large.</p>
<p>“Our cooperation between China and NUR is growing. A couple of months ago; the Chinese Embassy in Rwanda introduced the Chinese culture at NUR through drama, dance, acrobatics and other Chinese cultural patterns.</p>
<p>Our relationship is for mutual benefit. We believe that establishing Confucius Institute which will be teaching Chinese language at NUR will be a way of expanding the existing relationship between NUR and China.”</p>
<p>The Acting Rector of NUR, Prof. Manasse Mbonye commended efforts of the Embassy of China in Rwanda and their commitment to strengthen the existing relationship between NUR and the Chinese academic institutions.</p>
<p>Mbonye said that teaching Chinese language is another step forward on the relationship between NUR and China. He noted that Chinese language classes could open after two sides sign the memorandum of understanding defining phases of the above mentioned project, subject to the NUR senate approval.</p>
<p>According to the proposal from the meeting, Chinese classes could begin at NUR by September 2013.</p>

<p>The new executive Committee of the National University of Rwanda Students Union (NURSU) has been sworn in.</p>
<p>They pledged to efficiently serve students of the National University of Rwanda ( NUR) during their term of 2013-2014 academic year .</p>
<p>In his address  during the swearing in ceremony, the Acting Rector of the National University of Rwanda Prof. Manasse Mbonye commended the outgoing committee for their achievements and promised collaboration with the incumbent committee.</p>
<p>“We would like to congratulate outgoing students’ leadership for its service to students and the university in general. We wish to commend this committee for their collaboration with NUR management; I believe this collaboration facilitated the achievement of many useful results,” said Mbonye.</p>
<p>Kizito Mugabo, the incumbent NURSU Guild president commended the outgoing committee and promised that the new NURSU leadership will be outstanding representatives of students:</p>
<p>“We are grateful to the outgoing committee for their sacrifice and commitment to resolve students’ problems. We are going to build on the progress achieved and work on ongoing projects. We are ready to face challenges so that we can defend students’ rights.”</p>
<p>Mugabo pledged to collaborate with local and international students unions, different academic entities like Ministry of Education, Rwanda Education board and of course NUR management.</p>
<p>The outgoing Guild president of NURSU Egide Kalisa thanked NUR community for their partnership which enabled the outgoing committee to achieve a lot in different disciplines namely in community service, academic affairs, welfare, sports, entertainment among other disciplines.</p>
<p>He mentioned the advocacy for students regarding the living allowances, community service activities and visibility of NUR among international students unions as the major achievements of the outgoing committee.</p>

<p>A total of 179 former street kids have been awarded with certificates after completing the Reach Up Program in ICT, Business and Life Skills at Iwawa Rehabilitation and Vocational Skills Development Centre.</p>
<p>Started in 2010, the Reach Up trains youth in business and ICT and links participants to business development and microfinance opportunities in their career of choice.</p>
<p>Government of Rwanda established the rehabilitation and vocational skills development centre in order to give street children the chance to forge a career off the streets.</p>
<p>Speaking on behalf of the trainees, Jaques Nsabimana who graduated in ICT skills narrated how this program changed his life and that of his colleagues.</p>
<p>“I want to be self employed, I will start an electricity selling point in my village which will not only help me generate revenue but will also facilitate people in the neighborhood to easily have access to cash power,” said Nsabimana.</p>
<p>The Permanent Secretary in the Ministry of Youth and ICT, Rosemary Mbabazi commended the youth who completed the program saying that it can be a foundation to start projects which will help them produce and earn a living.</p>
<p>Students at Iwawa not only take part in vocational training, but also enjoy cultural and sporting activities such as football, volley ball and boxing. They also watch movies relevant to their training at night.</p>

<p>The Institute of Legal Practice and Development (ILPD) has committed to training the Judicial Police on legal issues and other Justice related fields.</p>
<p>ILPD and the National Police have signed a Memorandum of Understanding, with the aim of creating ground for capacity building of Police officers.</p>
<p>ILPD which is located in Nyanza serves as a national and international centre of reference for practical legal training, research and development of law.</p>
<p>According to police, its officers will have deeper knowledge in instituting fair administration of justice and giving high quality services as a result of this pact.</p>
<p>Deputy General Inspector of Police, Stanley Nsabimana said that the training will greatly improve the daily Police performance in enforcing law and order in the country.</p>
<p>“Within the National Police, we consider capacity building as key to enable our Police officers to react efficiently to the ever changing policing environment. Training them in law and investigative skills is very important,” He added.</p>
<p>Professor Nick Johnson, the Rector of ILPD stated that the agreement will see both Police and other Justice Organs work together to speed up court proceedings.</p>
<p>He said that all sectors of Justice System can improve so that someone who comes into contact with justice is not subjected to unfair delay.</p>
<p>The Commissioner for Criminal Investigation, CP Christophe Bizimungu said that though Police has the capacity to deal with a lot of emerging crimes, the knowledge which will be gained from the partnership with ILPD will provide new skills to deal with crimes such as arson, cybercrimes and cross-border crimes.</p>
<p>The Institute of Legal Practice and Development (ILPD) trains Rwanda’s prosecutors, Judges and lawyers and the pact will expand their area of training by including Rwanda National Police as a top law enforcing organ.</p>

<p>Kigali Health Institute (KHI) through its department of physiotherapy in collaboration with the Dominican Nuns through their Agahozo Association conducted Community Based Rehabilitation (BCR) in Matimba sector, Nyagatare district in Eastern Province.</p>
<p>The activity targeted 1, 550 people from 316 households aimed at ensuring that people with disabilities are able to maximize their physical and mental abilities, get access to regular services and achieve social integration.</p>
<p>During this community based rehabilitation, KHI students and staff from the physiotherapy department conducted the community mobilization and public education awareness on disability issues, their prevention, treatment as well as rehabilitation of the affected individuals in the society.</p>
<p>In addition to offering information, education and communication on disabilities; the department also offered training on identification, screening and referral of people with disabilities (physical, mental and special sense disabilities) for the community health workers and volunteers.</p>
<p>The team also did the door to door family survey to identify people with disabilities and established the prevalence of disability in the study area.</p>
<p>According to the statistics recorded, approximately 3.23 percent of children have a disability and 9.54 percent adults had a disability while the general prevalence of disability in Matimba stands at 6.51 percent.</p>
<p>The highest ranked disability recorded in the area is the sight related disabilities with 61 percent of the prevalence.</p>
<p>Students commended the department for having thought about taking them with the community so that they transfer their knowledge and skills to the community of Matimba.</p>
<p>According to the department, the strength of CBR programs is that they can be made available in rural areas with limited infrastructure, because program leadership is not restricted to professionals in healthcare, education, vocational or social services.</p>
<p>“CBR programs involve the people with disabilities themselves, their families and communities, as well as appropriate professionals. They alsofocus on enhancing the quality of life for people with disabilities and their families, meeting basic needs and ensuring inclusion and participation.”</p>
