Rwanda | Teachers’ salary delays resurface

After a period of about three years since the teachers’ salary delay problem got solved, some districts are again reporting the same.

This was revealed over the weekend at a meeting that brought together the ministry of Education and with education officers and salary officers from all the districts.

The meeting was meant to look into the salary issue, the 12YBE classrooms construction, the school feeding programme and construction of teachers’ houses among other things.

According to the State Minister in charge of Primary and Secondary Schools Dr. Mathias Harebamungu, there is need to have a common understanding of the salary issue and to stop counter accusation amongst the players.

“The Ministry of Education says that the delay is caused by the districts while the districts blame the delay on the Ministry of Finance and we fail to know where the real problem is,” said Harebamungu.

The Minister said that initially the arrangement was that teachers be paid latest on the 28th day of the month. “But I wonder where the problem emanates from because some districts are doing it well while others have totally failed,” he said.

“I wonder how people in charge of salaries go and comfortably sleep when teachers are not yet paid.”

Kanyankore Tito an official from the Ministry of public service (MIFOTRA) said that the problem is caused by lack of information sharing platforms.

“Some districts don’t have internet for quick dissemination of information, while others also have problems with district leaders who delay to sign the documents authorising payments,” said Kanyankore.

He also requested education officers to effectively grade teachers so that they can begin getting paid in accordance with their grades because it was also singled out as a challenge facing the salaries.
